Added new sitreps that adds tactical tags to spawn chosen
Fixed Lightning Reflexes not working on the turn Spectres are reinforced (base game bug, special case fix here)
Added customizability for various black item prices and max supply bonus per wave, supply bonus per wave also decreased (it increased way too much on later waves).
