Initial website structure #19

This PR sets the structure to have a website for the Bow OpenAPI library, being based on the way nef gets its own one.

These changes only add an initial structure to set the pipeline ready for now. Proper adaptation to its visual identity will come later.

Could you please have a look on what additional changes would need to be made to have the website being deployed?
