Hovering for tool tips should work in tables. #26

Hovering for tool tips (for details on cargo, etc) should work on both buttons 
and widgets in the bottom of each window as well as on the various tables.

To reproduce:

Go to the freight car window, and hover over a cargo name in the table.  
Nothing happens.
Now hover over the cargo button towards the bottom of the screen; you get a 
helpful tool tip.

This would help usability (especially with cargos); the only question is 
whether an NSTableView allows a tool tip on individual items in the table.
