program allows cargos to start or end at a yard #42

All the cargo pull downs list yards as well as industries.  As cargos should 
never start in yards, these should be removed from the list.

In reality, I'm using yards for sources and destinations for certain cargos, 
either for staging yards or interchanges.  Looks like it's not worth changing.
