Rule2: The initial priority and durability values of the new concept are from the task (the first two cases)... The quality value is the simplicity of the term.

The initial Quality of a concept needs to be set to the term simplicity.

NOTE: this is happening now but only for the top-level term in the Task. When new Concepts are created for the subterms, their budgets currently do not follow this protocol. This is because the budget is being distributed amongst the subterms when TaskLinks are created.
