[Heads up] replacing Loggly with Papertrail for logging

I turned on Papertrail a while ago for the real-time tail, helps with debugging. We've been running both in parallel for a while now. Today I received email that Heroku is deprecating the Loggly plugin. We don't really need it anymore. I plan to turn Loggly off by end of week. Let me know if concerns.
