Added -ignoreGroupsWithoutExons option #5

Added -ignoreGroupsWithoutExons option for gtfToGenePred. Sometimes, a GTF file contains a group that defines no exons. I added this option to skip such groups. ENSMUSG00000102693.1 in the GENCODE v4 GTF file is an example.
