This closes #103 by documenting that Ruby & Jekyll are a pre-requisite for the docs commands, and explaining in the README how to get Jekyll installed.
It also re-adds the grunt-cli package as a dev dependency as there is no downside to having it installed and npm run tasks do not complete without it in a clean Ubuntu Linux environment.
