Automated Azure policy check and also moved it to cluster setup from Cluster maintenance as I feel this should be enabled during cluster creation.

@fgauna12 - This will need to coincide with an update to the google doc template. I also agree that given the other items in cluster setup, it probably does align more with that category than cluster maintenance.

I don't think I have access to update the Google Doc, but happy to update if needed.

I'm not sure how to sort out permissions over that Google Doc. I'll look into it. In the meantime, I'll update the Google Doc template.

@brian-workman Did you already take care of this? It looks like you did since CSP-9 on the Google Doc is Azure Policy.
