Cygwin templates: The sshd daemon doesn't seem to get started #218

On the cygwin version of some of the templates (*-cygwin.json), the sshd binary doesn't seem to get started. This results in the build blocking while packer waits for the port to open. This is critical and results in packer being unable to complete the build for the cygwin templates.
