Update chef download URL format and default to more recent releases #94

The download URLs changed. This will change the format that is passes in since -1 no longer needs to be appended to the normal version string. This also bumps to the latest Chef 12 release and the latest ChefDK. These are MUCH more functional on Windows hosts.
