If I can make a suggestion, look into something like GetSatisfaction. Advantage of a SaaS service vs self-hosting is less outages, data corruption, etc. Also makes it easier to handover should someone leave the project. Just my $0.02.

Something like GetSatisfaction is perfectly handled by everything github does (also SaaS).
