User can't add triggers #7

What steps will reproduce the problem?
1. Cannot click Edit->Triggers
2. Cannot click Add Trigger
3. Cannot add individual conditions and actions.

What is the expected output? What do you see instead?
Should be ablet o click Edit->Triggers.  A dialog box should come up showing 
all the triggers available, and allow you to add a trigger.  On adding, you 
should be able to add premade conditions and actions.

Please use labels and text to provide additional information.
