add support for an API to so it can be used as a library in addition to cli
fixed some test cases

NOTE:

there's an issue with 2 test cases: TestProcessFileLicenses (seems to not finish) and TestApache2SampleHeader (fails)

Yep it still work in progress :)

Ill merge this in though anyway.

Might be a bit away sorry. I need to fix the race condition that's in there and resolve some of the accuracy issues. No solid ETA.
