permanent tooltip #256

Hi Bozdoz,

there was a topic in my support forum. Do you think it would be nice to have an option for a permanent tooltip?

I like the idea of allowing consumers to interact with native leaflet api. So if adding permanent: true to a tooltip is available I'd be ok with making sure a shortcode can add that.
