Cohort sync [TIMESTART] #222

Describe the bug When enroll users with "cohort sync" the tag [TIMESTART] don't work.

Moodle Version(s) The moodle version Moodle 3.6

To Reproduce Steps to reproduce the behavior:

  1. Enroll someone with cohort sync
  2. Set the tag [TIMESTART]
  3. Download certificate

Expected behavior See the enroll date or the course first attempt.

Please help, i have a lot of certificate to download :D

very hard to test that, since i don't have a cohort to sync with ...
