Move /utilities to /toolbox/utilities #7

Moving utilities folder into the /toolbox folder will cause some functionality of break this can be fixed by adding /toolbox/utilities to the MATLAB path.

Caution

  1. Update the packaging PRJ file to include the /toolbox/utilities

Since the folder 'utilities_help/build' contains all the code to build the FSDA toolbox, the docker container and in general is related to the buildtool pipeline, some code should be adapted to accommodate the new '/toolbox' folder structure. Also a series of test on the builtool functions should be performed. We think that this is the most challenging step in the migration process.
