nacl dev environment fails on startup occasionally

What steps will reproduce the problem?
1. Launch dev environment on chromebook
2. log out or shut down
3. restart with session restored, which launches dev environment again

I've also had this happen on my Linux box on first boot, but did not capture 
any additional information.  A restart of the app fixed it.

What is the expected output? What do you see instead?

I saw this message in the JS console for bash.html: "Uncaught Error: naclArch 
not yet set, race in startup"
