xorg-server and emacs-x don't have a window manager #208

The xorg-server port and emacs-x don't currently include a window manger.
Now that we include a full font set, emacs window size (which is measured in 
characters rather than pixels), can vary. A window manager would help keep 
emacs filling the entire window.
We have several window manager ports. twm in particular has been manually 
tested a good bit.
We should include one of them in the xorg-server.
