Add new production breakpoints concept doc #5

Howdy @fntlnz @leodido

This is my first attempt to add a second doc using the framework i've included.

I think that a basic scaffolding for generating this doc format (maybe a rubygem), and then easy documentation for how to add a doc as a submodule can be a good enough start.

For now i've updated the HTML source manually, but I think we should cut a separate issue for building a nicer landing page to list off docs.

I'm going to merge this on green to make sure it updates the site properly, just wanted to let you guys know to get your input :)
