Louder warnings, internal links now use `:ref:` or `:doc:`

Now compiles with -W to make warnings escalate into errors
All internal links changed from absolute URLs to either relative :doc: paths or :ref: tags
Presentations now moved to their own folder, along with their images
Added a new "presentations" page to the TOC sidebar, which links to the three pages pertaining to the 2020-2021 talks
Added that lonesome strain phylogenetics page to the TOC sidebar
Revert previous change to conf.py that would have made the presentations folder considered "templates" (this was setup for a workaround that didn't pan out; now those pages avoid being on the sidebar using the :orphan: tag)
Update repository readme for maintainers

The branch should be unprotected so you can merge whenever and don't need my approval. Since I no longer maintain this, I'd like to transfer its ownership to the corbett-lab github, but will wait for your OK before I do that to ensure that that won't mess up the page.

@bpt26 I think in order to make the transfer, whoever owns the readthedocs account has to make changes from the dashboard. Do you know who controls the readthedocs account for this wiki? If it's you, email me (my github username @ucsc.edu) and I'll see if I can get that account handed off to someone at UCSC.
