Move batch code from Scylla core to batch plugin #27

With commit 1ae543bee881a8b68df56b168c8aeab959875cca many batch plugin specific code lines were added to the scylla core code. This code should be moved to that plugin

Closed by 660368db785d8e6da67c0688c8c6667c8cd3c05c. Remaining work: Clearing the Utils should not have to be done explicitely.
