Add Black functionality and Blacken code [Revised] #139

Here's the new version of that last pull request after fulfilling the requested changes.

Initial pull request changes

Blackened source code (many python files edited)
Added pyproject.toml file to configure Black formatting, which is be identical to bpython's Black formatting
Edited setup.md to add instructions for using Black (along with some other details)

Revisions made:

Edited pyproject.toml to ignore files we don't want formatted right now
Added # fmt: off and # fmt: on to chunks of code we don't want formatted right now
Removed some unnecessary details from setup.md and added instructions for ignoring commits with our git blame file
Added git blame ignore file ".git-blame-ignore-revs" and initialized it with the commit that formatted everything

Merged! I merged this at the command line because I needed to rebase it, since other commits got in before I merged it.
