Managix should allow users to set the path for the cluster-topology.xml.  It is 
very important for the rack-aware hdfs scheduling in multi-rack clusters.

This is option for starting a CC:
-cluster-topology

Managix will allow end-user to pass on miscellaneous properties that would be 
handed verbatim to the CC during startup. Doing so will take care of this 
issue. However we do need to document the notion of cluster-topology and 
provide an example file, else end-user would never use this option.
