Uncommitted data can go to disk #505

What steps will reproduce the problem?
The dataset life cycle manager which is responsible of evicting datasets from 
memory doesn't take in account the transaction reference counter. This could 
lead to evicting a dataset that has uncommitted data from memory to disk.
