Windows installer UI is only localized based on core OS language #12180

I'm running Win 7 Enterprise with a French language pack.

The installer translations do correctly appear on Win 7 Enterprise with French as the installed OS. I used the VM image named "Windows7_Enterprise_SP1 French x64".

The image I originally reported this bug against was "Windows7_Enterprise_SP1 English x64" using windows update to download a French language pack.

Updated description to reflect that the installer is correctly localized in some circumstances, but not others. Changing to low priority & removing Sprint 13 tag after discussion with Adam this morning (not required for September).
