Which OS / Brackets version are you on? I am able to open http://dev.openlayers.org/releases/OpenLayers-2.13.1/OpenLayers.mobile.js on my windows desktop without any error.

This could be related to to #10718 Are you able to use brackets after this error? Do you see a crash / screen blank out?

I was able to see the dialog a couple of times with the file, but not consistantly reproducible.

I have never seen this error but it could get annoying if you see it too often. Adding 'needs review' to decide on the priority

I saw the same problem with this file, which was local to my drive. https://raw.githubusercontent.com/ceolter/angular-grid/1.16.1/dist/angular-grid.js
I'm using Release 1.4 build 1.4.0-16380 (release 273804eb3) on Windows 7

Here is the message I got:
JavaScript File Inference Problem
Brackets ran into trouble processing C:/work/141024/OpenLayers-2.13.1 - original/OpenLayers.mobile.js.
This file will no longer be processed for code hints, Jump to Definition, or Quick Edit. To reenable this file, open .brackets.json in your project and edit jscodehints.detectedExclusions.
This is likely a Brackets bug. If you can provide a copy of this file, please file a bug with a link to the file named here.
You can find the file here: http://dev.openlayers.org/releases/OpenLayers-2.13.1/
I don't blame Brackets! I can't parse the file either. It's compressed and barely-human-readable.
