Reopening. #10390 should have fixed this issue (and it landed in 1.3, which you're apparently using), so we should take another look at this issue. (cc@redmunds@prksingh)
@paulrevival You probably don't know what has been in the state.json file, causing the issues you experienced?

Hi! I'm using Brackets since 0.xx versions and it's awesome, but suddenly smth got wrong (some update or not, I didn't understand) and now when I launch Brackets, it always starts with
"Getting started"project like I launch it first time every time (with emtpy 'recent projects' dropdown-list). But the Main ploblem is that after every launch the blue pop-up"Brackets Health Report"appears in the top right corner and when I click 'close cross' it just desappears - not closes but eactly disappears like{ opacity: 0; }- pop-up stays clickable, but not visible. I don't know how to close it once and for all, cause while mouse is over it I can't scroll the code, can't do anything with code. I bought a large display to work in split-window-mode, but now I can't do this - pop-up bothers me :( I re-installed Brackets few minutes ago - no effect. I tried to launch it 'without extensions' - no effect. Sorry for my English, but just help me please :)
