Extension Manager dialog blocks Switch Language dialog #13689

If you open the Extension Manager and then try to open Switch Language (in the Debug menu)... nothing happens. Selecting Switch Language should first close the Extension Manager so the Switch Language dialog can come up. Moreover, if you then try to close the Extension Manager, it is unresponsive for a few seconds before finally closing.

Modal dialogs in general should be unaccessible when other modals are open, but I think it isn't possible with CEF AFAIK
