i'd long time not use brackets and then now i use again but there is something different with interface, extension bar move to botom of sidebar, how to reset interface to default position of Extension Bar ?

This seems like an extension's doing. Try reloading without extension(Debug->Reload without Extensions). If it gets restored then take a look at the installed extensions and disable each to see which one is causing the issue.
