Putting up pull request so this can be reviewed.

There's some temporary code in extensions/default/StaticServer/main.js, so we probably don't want to merge this code, and instead merge randy/http-server-live-dev (when it's ready).

@redmunds -- since this is just for initial review anyway, why don't you go ahead and put up your current branch (since that's what we'll be working from) so I can comment on the latest stuff, even if it's not quite ready yet. Thanks.
