I wish add "Homepage" with hypertext "http://brackets.io/" in "Help" menu.

Re-opening for a small change. This:

    "CMD_HOMEPAGE"                        : "Brackets Homepage",

Should be:

    "CMD_HOMEPAGE"                        : "{APP_TITLE} Homepage",
