Win10: Installation failed on non-ascii folder

Description

[Description of the bug or feature] Installation of version 2.0.1 is freezing for a long time, then failed with a message for unknown file Brackets1.cab

Steps to Reproduce

1. [First Step] install from file Brackets.2.0.1ml.exe

Expected behavior: installation succeeds

Actual behavior: I'm suspecting that because of the Hebrew characters in the folder name, the installation is stuck for a long time, then ending with the following captured message

but actually the file is not missing:

@ishahak Apologies for the issue Could you change the language to English united states and try again.

it's the same problem. freezing for a long time showing the upper part, then the dialog appears.
