This section will warn users about the downsides of installing the exploit onto a PS1 memory card and exempt the developers from any liability regarding damaged cards.

If even MCA can't format a MC with the exploit installed, what can? I don't know any other PS2-program for memory cards which also supports PS1-cards.

Some game? Formula One (the first, not 97), Alien Trilogy, Destruction Derby allegedly have menu-options for formatting memory-cards, but that could also just apply to new ones which haven't been formatted to begin with.

Some hardware, like the PS3-USB-memorycard-adapter or a memcarduino?

After some searching I found a tool which has to be started from disc on a PS1, called "PSX Memory Card Formatter" (psxmcfor-1.0.zip): https://reachcoding.eu/psx-memory-card-formatter It offers to format and unformat a card, which sounds promising.
