Announce - broadcasts messages to all clients
Tell - send message to specific client (by common name i.e. kitchen, living room, person's name for their room)
*tell command is already in "text" module. Will move to this module. If a person's name is said, module will determine if the person is home (using home-assistant #13). If the person is home and there is a room associated with their name then the message will go both via text and to their nikita-client. If the person isn't home the message will go only via text to their phone.
