Convert prod to use the git submodules. Then can remove Baget #62

Is this really phase 1?

I did do it, just need to deploy. So might as well.

This branch is deployed (so can be merged to master.)

Need to remove the overwriting project files. Can test in docker.

Hmm it is a problem that the submodules are outside of the .service directory. (it's the home for the docker.)

Moved them in. looks like its working?
