Lottery voting would be defined as each candidate getting some kind of score, then randomly choosing from these candidates, weighted by score.

Plurality/Range lottery
Normalized Range lottery (such that each candidate has a total vote of 1, shares distributed) (might not be a good idea)

Plurality lottery implemented. Not going to bother with the others.
