Jupyter Installation Not Complete #1

the linking of the SageMath kernel to Jupyter Notebooks is not well documented, also there are no instructions on how to do any linking in the Windows or MacOS operating systems.

More information is needed in this section

Added section about the SageMath kernel in Windows, as well as a link to the SageMath Wiki page that addresses this problem.
