Ceasar Cipher #16

Decrypt function not working because it can't find the inverse_mod() function. This will be fixed in v0.3.3
Added import math so that it could find the functions needed. will be added in v0.3.7

the inverse_mod() function also needed to be fixed, this has been taken care of.
