Added Responsive Footnotes #80

I'm having difficulty deciding whether this would fall under Reflowing Layouts or Modules.

Displaying footnotes as sidenotes in widish browsers affects the page as a whole, rather than a modular, self-contained area, so I'm settling on Reflowing Layouts.
