Replace gulp with webpack and npm scripts

Work-in-progress PR to completely replace gulp with webpack and npm scripts.

What currently works

• development mode with webpack (and hot reload)
• run npm start, edit a *.vue file, be happy

What currently does not work

• basically everything else
• testing, production builds, and generating installers are in progress
