Add rubric id set to each branch

1. SQL. Add rubrics field into table branch.data JSON field. as JSON array : "rubrics": [ { "id": 18 } ]
2. Change Admin API Java code to support new logic of adding rubrics to branch
3. Create a python script to migrate current data to new schema
