What steps will reproduce the problem?
1. block a user
2. XEP says "When the user blocks communications with the contact, the user's 
server MUST send unavailable presence information to the contact"
3. prosody does not send the unavailable presence

What version of the product are you using? On what operating system?

prosody 0.9 (quite old nightly) and latest mod_blocking
