[ADD] DiSEqC / Unicable handling, added parameters

Added parameters for pin_number, diseqc_timing to support configurable timing between DiSEqC messages and unicable frequency protection. Separated DiSEqC / Unicable handling for better handling. Added new parameters in README_CONF.txt
