Remove `Patches: OK` feature detection. Let's make something better. #119

As resolved in https://github.com/braid-org/braid-spec/issues/67, we're removing this rudimentary attempt at feature detection until we design something better in https://github.com/braid-org/braid-spec/issues/89.

Merging this change. It's small, and has received some support, and no objections.
