cue new users to perform initial "tasks" #362

Re-purpose / hijack the quests code to cue the user to perform some basic post-group-create and post-sign-up functionality.

Can move these "quests" to be more prominent (I'm thinking here), and potentially, have other quests be here too.

Post-group creation:

[ ] set an avatar for the group
[ ] set a group description (for public groups)
[ ] invite another user
[ ] create initial tags for your group

Post-user registration:

[ ] update your avatar (if gravatar is just returning the fallback identicon)
