hide "suggested tags" pop up on loss of focus #395

Repro steps:

  1. Click + to add a tag to a chat
  2. Move focus away, to a new chat

Expected: The tag suggestions should disappear Actual: The tag suggestions remain visible.

This is especially confusing when there is only one tag, so it looks inline with the other tags screen shot 2017-10-05 at 3 06 54 pm
