Separate subprojects into individual repos

Subprojects should be separated into individual repos in order to simplify the work process.

Projects to move (mark when moved):

• [x] BrailleUtils (braille-utils-cli)
• [x] braille-utils.api
• [x] braille-utils.basic-cli
• [x] braille-utils.impl
• [x] braille-utils.pef-tools

For each project, do the following:

• Create new repo and move code there
• In the new repo
  • set author/email for the new repo
  • add a tag indicating that the project was previously a subproject (last_commit_as_subproject)
  • add a gitattributes file
  • fix gradle build (copy from the old gradle root-project as needed)
  • add gradle wrapper
  • update documentation
  • set up travis build
  • add travis config file
  • enable in travis
  • test service in github
  • add env variables to travis (SONATYPE_USER, SONATYPE_PASSWORD, REPO_REVISION)
• In this repo
  • remove reference in gradle root build
  • delete subfolder
  • review and update documentation
