A book with many very short chapters (180+) caused the volume breaking to be uneven, due to keep-with-previous-sheet being set to 1 for all level1s. This in turn caused the whole body of the book to be "glued" together leaving only the frontmatter in the first volume (because it was in a different sequence).
This is not an intended behavior. The purpose of keep-with-previous-sheet in this case is to avoid the very end of the chapter to be at the beginning of a volume. If the chapter is just one page long, it sticks to the previous chapter instead.
