Describe the "query" syntax (inspired by media queries) for quering translators. A query is basically a list of key-value pairs or keywords.

It is debatable whether this should be a part of CSS. There is no real connection other than the resemblance to the CSS media queries syntax.

Anyway the query syntax should be specified somewhere.
